Challenge

The Viksit Bharat Sankalp Yatra (VBSY), a transformative initiative by the Government of India (GoI), strives to comprehensively implement major social welfare schemes across all Gram Panchayats, Nagar Panchayats, and Urban Local Bodies (ULBs) within an ambitious timeframe—from November 15, 2023, to January 26, 2024. The success of this initiative relies on seamless coordination among various stakeholders, including different ministries, state governments, and their respective departments.

Approach

1. Establishment of PMU-QCI Control Center & Call Center:
  • Formation of a Project Management Unit-Quality Council of India (PMU-QCI) with 25 dedicated professionals.
  • Take over the VBSY initiative's control center for centralized coordination.
  • Setup a call center equipped with 30 resources.
  • Facilitated better communication with District & Day Nodal Officers for daily monitoring and issue resolution.
  • Active engagement and coordination with different ministries, state governments, and their respective departments.
  • Ensuring seamless collaboration for the successful execution of social welfare schemes.
2. Daily Reporting and Data Analysis:
  • Implementation of a robust reporting system, daily reporting via 35 reports derived from VBSY portal data and on-ground checks in collaboration with stakeholders
  • Integration of VBSY portal data into daily operations.
  • Enhanced decision-making through real-time insights and data-driven strategies
  • Timely interventions based on daily reports to maintain momentum and overcome obstacles.
3. Quality Checks for Data Accuracy:
  • Rigorous quality checks performed on portal data to ensure accuracy.
4. Continuous Monitoring and Feedback Loop:
  • Establishment of a continuous monitoring system.
  • Initiation of a feedback loop to address challenges promptly and optimize the implementation process.

Outcome

  • Pendency Rate Reduction: A substantial 50% reduction in the pendency rate, decreasing from 8% to 4%, showcasing the effectiveness of QCI intervention.
  • Timely Intervention: Swift resolution of on-ground challenges through daily reports, ensuring the initiative's smooth progress.
  • IEC Van Utilization: Ensured the availability and effective utilization of Information, Education, and Communication (IEC) Vans, contributing to the timely completion of Gram Panchayat events.
  • Increased Enrollment: Witnessed a significant overall increase in the enrollment of key social welfare schemes, including Pradhan Mantri Suraksha Bima, Jeevan Jyoti Yojna, and PM Ujjwala Yojna.
  • Health Initiatives: Facilitated an increase in health camps, tuberculosis screenings, and screenings for Sickle Cell Disease, reflecting a proactive approach towards public health.
